I have complicated feelings about this issue. First off, the positives. The art remains stellar, we get to learn a lot about the nature of the Colony and who they're up against (and it's kind of awesome and unexpected), we get to see a modern incarnation of a classic villain, and Tim and Kate continue to have a complex relationship that's tension-filled in a positive sense: he's not afraid to go against what she says, but ultimately still respects her as a leader by deferring to her judgement, and one gets the sense that Kate, as we got a glimpse of last issue, respects him for challenging her. Batman has a classic escape scene at the beginning that's also pure Batman. The negatives are almost solely in the writing. Not with the characters; they all continue to remain great. It has more to do with Tynion leaving a lot on the table, so to speak. No one calls out Kate for the mistake she made last issue, which is odd, and though she does own up to that mistake, the fact that she's the only one who brought it up seems like a missed opportunity for some conflict. There's also another rather abrupt transition during the final few pages that seems liked another missed opportunity, this time to show the team in action and being awesome. I really want to see that, and I hope we get it soon next issue. So, on the whole, a good issue, but with a number of more problems than the previous three.
