Weber has us crossing into new territory. Wrapping up hostilities with Haven while delving deeper into the Mesan Alignment conspiracy and opening salvoes with the Solarian League. Without much back story the MA as the boogeyman from over the centuries doesn't ring true as a true antagonist for Honor. Weber is stretching to create another enemy that pulls the strings from afar to account for ending Haven as the threat du jour. And the incompetent bureaucrats of the SL and the long suffering analysts trying to piece the puzzle together are just more talking heads from the SL point of view who really don't contribute much to advancing the plot; so at best just more distraction to provide exposition that the SL has at least a Jekyll/Hyde personality. Weber has really become more long-winded in trying to wrangle this saga into something reasonable. We really want to yell "More action, less talk." In reality this tale could cull 60% of the guff and still make a great tale.

This series has lost its way. I get the feeling the direction is being dictated by the fan fiction now, to the point I am struggling to finish this book. Probably should have ended the series a couple of books ago. The whole Mesa/Manpower aspect feels forced and has an element of virtue signalling about it. Slavery is bad, yes we know aleady, but this was about Haven vs Manticore, neither of whom have slavery.
