Die Erzählung handelt von drei Kuttern, von denen zwei – ein Zollschiff und eine Luxusyacht – vom englischen PLYMOUTH aus in See stechen, während der dritte auf französischer Seite in ST. MALO seine Anker lichtet. Dies ist der ›HAPPY GO LUCKY‹, der unter Befehl von Jack Pickersgill segelt. Dieser hat es sich zum Ziel gesetzt, wertvolle Handelsgüter am Zoll vorbei nach England zu schmuggeln. Als sein Schiff von dem englischen Zollkutter ›THE ACTIVE‹ verfolgt wird, sieht sich Lord B., der Besitzer der Luxus-Yacht ›THE ARROW‹, aus falsch verstandenem Pflichtgefühl dazu veranlasst, dem Verfolger beizustehen und gerät dabei in eine kriegerische Auseinandersetzung. Da fasst der Captain des Schmuggelkutters einen kuriosen Plan, der sich allmählich zu einem chaotischen Possenspiel entwickelt.
